Shih Hsin University established the Opinion Poll Research Center in August,1991 to address the increasing demand for quality education, research, and theory-practice integration. Dr. Jialing Cheng was appointed as the first director and approved the proposal to set up the Institute of Knowledge Economy Development in the second stage of the 17th board meeting on April 1, 2010.

The Institute is committed to conducting long-term, public interest-based, and grassroots research; its vision is to achieve innovation, sustainability, and diverse development. The Institute honors both theory and practice, and is devoted to inaugurating a social science database to upgrade academic research value. The Institute has employed experts and specialists from different areas, and set "information strategies," "creativity and innovation," and "sustainable regional development" as its core values to promote cross-regional partnership for greater research development. It focuses on public affairs, and offers all-round solutions to both public and private sectors in the hope of becoming a platform for information integration and knowledge heritance. The Institute houses six units: the Institute for Public Opinion, Digital and Communications Research Center, Research Center for Information Technology Innovation, Research Center for Branding and Cultural/Creative Industries, Research Center for Regional Development, and Research Center for Sustainable Development.
